A caveat on the data itself: there is no national inventory of school building condition. The GAO and NCES figures are survey estimates with confidence intervals; the backlog and gap figures are standards-based models built on Census spending data, not audited assessments. State data (California, New York) come from district self-inspections. Treat every figure as its source defines it, and confirm against the original before relying on it for a bond campaign or capital plan.

Where the famous numbers come from
Four numbers get repeated in almost every article about school buildings, and they are often attributed to the wrong report. According to the US Government Accountability Office's 1995 school condition report (gao.gov), the nation's schools then needed $112 billion to restore facilities to good overall condition. According to the National Center for Education Statistics' 2014 facilities survey (nces.ed.gov), the 2012-13 estimate was $197 billion. The "$270 billion" deferred maintenance figure is from the 21st Century School Fund's 2013 State of Our Schools report, restated in its 2016 report (21csf.org) as at least $271 billion. And the "$85 billion a year" gap originates in the 21st Century School Fund's 2021 analysis, carried forward in its 2025 report (facilitiescouncil.org) and repeated by the American Society of Civil Engineers' 2025 Infrastructure Report Card (infrastructurereportcard.org), which grades schools D+.

The GAO 2020 district survey
The most-cited recent condition data is GAO's 2020 report to Congress (report number GAO-20-494), based on a nationally representative survey of school districts run from August to October 2019 plus visits to 55 schools in six states. According to that report (gao.gov), an estimated 54 percent of districts need to update or replace multiple building systems, and 41 percent need to replace HVAC in at least half their schools. The same report found that only about two-thirds of districts had formally assessed their buildings in the previous decade, and that most states leave condition assessment to districts entirely.

What this means: GAO's 41 percent is a district-level figure about HVAC in at least half a district's schools; it is frequently misquoted as "41 percent of schools." The more striking finding for anyone in property condition work is Statistic 14 and 15 together: a third of districts had not formally inspected their own buildings in a decade, and most states do not check either. And where assessments did happen, only about 40 percent used an outside firm; the condition data that exists is largely self-reported by the people who own the deficiencies.
How old the buildings are and what condition they are in
The federal age and condition data comes from three NCES surveys spaced about a decade apart. According to NCES's School Pulse Panel (nces.ed.gov), collected in December 2023 from 1,625 schools, the average main instructional building is 49 years old and 38 percent were built before 1970. The 2012-13 NCES survey had found 44 years, and the 1999 survey 40 years. The 2012-13 survey rated individual building systems one by one, and it found windows, plumbing and HVAC in fair or poor condition at roughly 30 percent of schools. The 21st Century School Fund's 2025 report, using school-count data, puts the average closer to 40 years, a disagreement we show rather than resolve.

What schools spend and what the standards say they should
The funding gap is the difference between what districts spend and a facilities standard. According to the 21st Century School Fund's 2025 State of Our Schools report (facilitiescouncil.org), the standard is 3 percent of current replacement value a year for maintenance and operations and 4 percent for capital renewal, and the country falls short on both. According to the US Census Bureau's 2023 school system finance tables (census.gov), public school systems spent $97.3 billion on capital outlay in fiscal 2023, with $76.2 billion of that on construction. According to ASCE's 2025 Report Card (infrastructurereportcard.org), 76 percent of capital spending goes to construction on new sites rather than renewing existing buildings, and only 4 percent of the K-12 workforce works on buildings and grounds.

According to the Center for Climate Integrity's 2021 school cooling report (coolingcrisis.org), more than 13,700 schools that needed no cooling in 1970 need it by 2025, at a cost of over $40 billion. According to Harvard T.H. Chan School of Public Health's Schools for Health report (schools.forhealth.org), 87 of 100 classrooms in one southwest US study ventilated below the ASHRAE minimum. And according to the US Environmental Protection Agency's IAQ Tools for Schools guidance (epa.gov), nearly 1 in 13 school-age children has asthma, the leading cause of absenteeism from chronic illness.

ESSER, the pandemic relief program for schools, was the largest one-time federal investment in school buildings in decades, and most of it did not go to buildings. According to GAO's 2024 review of COVID relief spending (gao.gov), districts spent nearly $60 billion through school year 2021-22, with about 80 percent on academics and operations and 20 percent on physical and mental health including ventilation. According to FutureEd's analysis of California's spending portal (future-ed.org), HVAC made up just over half of the state's $540 million in ESSER III facilities spending. The 21st Century School Fund's 2025 report found ESSER paid for 5 percent of reported school capital outlay.

State condition data and who inspects the buildings
Only a few states publish building-level condition data, and where they do, the inspection is done by the district itself. California requires every school to be scored yearly with the Facility Inspection Tool and reported on its accountability report card; according to the Public Policy Institute of California's 2020 analysis of that data (ppic.org), 38 percent of students attend schools that do not meet the minimum standard. The tool's thresholds, published by California's Office of Public School Construction (dgs.ca.gov), rate a category Good at 90 percent or more of items in good repair. New York's Education Department (nysed.gov) requires a Building Condition Survey of every occupied school building every five years, on a staggered 2020 to 2024 cycle.
Texas has no statewide condition survey; the 21st Century School Fund's 2016 Texas profile (21csf.org) found local districts paid 91 percent of capital costs and carried $13,297 in debt per student against a national average of $8,465. On the staffing side, APPA's custodial guidelines (appa.org) set 17,000 cleanable square feet per custodian as the expectation for Level 2 ("ordinary tidiness") in classroom space. At Level 5 ("unkempt neglect"), one custodian covers 24,000 square feet or more of office space.

Five things to check before you repeat them.
- "$270 billion in deferred maintenance." The number is $271 billion, from the 21st Century School Fund's 2013 report, based on 2008 data. We could not fetch the 2013 report itself; the figure is quoted from the 2016 report. It is not a GAO number and it is not current.
- The 2016 funding gap. Three figures are in circulation: $46 billion (the 2016 report), $39.4 billion (the 2025 report's restatement on a comparable basis), and $60 billion (ASCE's 2025 chapter). We show all three and do not blend them.
- "41 percent of schools have HVAC problems." GAO's figure is 41 percent of districts needing HVAC updates or replacement in at least half their schools. The school count GAO gives is about 36,000.
- "GAO said $113 billion in 1995." GAO's own report says $112 billion; the $113 billion version appears in later summaries, including the 2016 State of Our Schools report.
