Most pages on this question are written by duct-cleaning companies. They say the landlord handles the duct and the tenant handles the lint screen, and they stop there. That split is a reasonable default, but it is not a law, and the pages never say where the duct rules actually come from or how often dryers actually start fires. This page does both. Who is responsible: the honest answer
Start with what does not exist. There is no federal statute or federal regulation that names the party responsible for cleaning a dryer vent in a rental. The International Mechanical Code, which most states and cities adopt in some edition, is an installation code. It says how the duct must be built and how long it can be, and it says nothing about who cleans it or when. So the assignment falls to the lease, state landlord-tenant and local property maintenance codes, and the practical reality of who can reach each part.
In practice the duct splits into five zones, and responsibility changes as you move from the dryer drum to the outside wall. The lint screen sits inside the dryer and gets handled every load, so it is the resident's. The flexible transition duct behind the dryer is the piece that gets crushed when the dryer is pushed back, and it is the piece the code says may not be concealed. The rigid duct inside the wall, the roof or wall termination, and any shared exhaust shaft are building fabric: residents cannot reach them, and a fire in one unit's duct threatens the units above it. Those are the owner's, and the owner usually hires a vendor to clean them.

What the code actually says
The 2021 International Mechanical Code handles clothes dryer exhaust in Section 504. Domestic dryers get their own subsection, 504.9, and the figures below come from it. The 35-foot cap is a domestic-dryer rule; central laundry rooms fall under different provisions, so do not apply it there. Every figure here is from the International Code Council's 2021 IMC text (iccsafe.org). Check which edition and which amendments your jurisdiction adopted, because the local version wins.

The 35-foot figure is an equivalent length, not a tape-measure length. Every elbow eats into it. That matters in apartments because a unit's laundry closet is rarely on an exterior wall, so the run often has to turn twice before it reaches daylight.
Worked example: a second-floor laundry closet

Half a foot of margin. A run like this is legal, and it is also exactly the run that packs with lint fastest, because the exhaust slows at every turn. Where a run exceeds 35 feet, 504.9.5 requires the permanent label.
None of this tells an owner when to clean. The code guarantees the duct can move air on the day it is inspected; keeping it that way is a maintenance question the code leaves to the lease, the manufacturer, and the insurer.
What the fire data says
Three bodies publish national dryer fire estimates, and their numbers do not agree, because they count different things over different years. The US Fire Administration counts clothes dryer fires in residential buildings reported to fire departments. NFPA counts home structure fires in which a dryer was involved in ignition. The CPSC counts residential fires involving clothes dryers as a product. Quote one and say which.

According to the US Fire Administration's topical fire report on clothes dryer fires (2012) (usfa.fema.gov), failure to clean was the leading factor contributing to ignition, at 34 percent of clothes dryer fires in residential buildings in 2008 to 2010, and dust, fiber, and lint was the leading item first ignited at 28 percent. Grouped by category, operational deficiency accounted for 47 percent of those fires, mechanical failure 29 percent, and electrical failure 16 percent; failure to clean alone made up 72 percent of the operational-deficiency factors.

NFPA's numbers a decade later say the same thing. According to the National Fire Protection Association's home dryer fires analysis (2020) (nfpa.org), failure to clean caused 32 percent of home dryer fires in 2014 to 2018, about 4,470 fires a year, and 27 percent started when dust, fiber, or lint ignited. Mechanical failures caused 27 percent and electrical failures 16 percent. In NFPA's earlier washer and dryer report covering 2010 to 2014, fires caused by failure to clean accounted for half of clothes dryer fire deaths, 34 percent of injuries, and 26 percent of direct property damage.
Two more USFA figures matter to a building owner specifically. Fifty-four percent of dryer fires were confined to the object of origin, 32 percent to the room, and 14 percent spread beyond the room. The dollar loss tracks that spread: a fire confined to the dryer cost $1,790 on average, while one that spread through the building of origin cost $49,500 (2010 dollars). A number you will see repeated, corrected
Consumer Reports' dryer vent guide, citing CPSC, says 16,000 residential fires and $239.7 million in structure damage were attributed to dryer fires between 2019 and 2021. That is correct as a three-year total: the CPSC table gives 5,800 + 5,100 + 5,100 fires and $85.9M + $80.8M + $73.0M in loss. Read as an annual figure, it overstates the CPSC count three times over. The annual CPSC number is 5,300 fires and $79.9 million.

No code we could find sets a cleaning interval for a residential dryer duct. The frequencies below are expert recommendations, each attributed to the publisher that made it. They are the only frequencies our source pack verified, so if a vendor quotes you a different one, ask where it came from.

According to Consumer Reports' dryer vent maintenance guide (updated 2025) (consumerreports.org), its laundry expert recommends cleaning the vent at least four times a year, once each season, and more often for a large household.
For a building, the practical translation is one vendor sweep of every duct and termination per year, with in-unit laundry closets that serve families or run stacked washer-dryers on the six-month cycle. USFA found dryer fires peak in January at 11 percent of the year's total, so a fall service date puts the clean duct ahead of the heaviest drying season. Do not confuse this with HVAC duct cleaning. The US EPA's consumer guidance (epa.gov) says duct cleaning has never been shown to prevent health problems and recommends it only as needed. Dryer ducts carry lint; that is the difference.

What to photograph and log
Dryer vent responsibility disputes are condition disputes. The resident says the duct was already packed at move-in; the owner says the resident ran a foil hose behind the dryer. The only thing that settles it is a dated photo of the same spot from before. The same logic that runs a deposit documentation file applies here, and it belongs in the turnover inspection rather than a separate visit.

At HomeAdvisor's $145 average, 200 in-unit dryers cleaned once a year is $29,000, and a portfolio negotiating a bulk visit should land below the single-home figure.
