The checklist
Written for operators, not homeowners. Tiered per the NPMA taxonomy: the rapid visual check finds moderate-to-severe activity and is unreliable for low-level activity, so any finding at all escalates to the comprehensive tier. The reporting incentive runs the wrong way here (a housekeeper who reports creates hours of work), which is why the evidence rules matter more than the effort rules.
Tier 0. Before anyone enters the room

Why the reporting incentive runs the wrong way
Bed bug detection is the purest incentive problem in lodging operations. The housekeeper who reports a suspected finding creates hours of work, a room out of inventory, and a supervisor's bad day; the one who does not notice creates nothing, today. Meanwhile the cost lands later and larger: according to a study Orkin commissioned from The Bantam Group in 2017 (orkin.com), hotels averaged $6,383 per bed bug incident, plus an average of $17,177 more where litigation followed, and almost half of all hotels had faced bed-bug litigation. According to an NPMA and Harris Poll survey from April 2025 (pestworld.org), 28 percent of American travelers check their room for bed bugs, and only 29 percent can correctly identify one.
That asymmetry is why this checklist's evidence rules matter more than its effort rules, and why the strongest rows are the ones that produce proof: the unstripped-bed timestamp photo, the before-and-after stain-wipe pair, the dated monitor placement. In Florida, the vermin-control obligation (Fla. Stat. 509.221(7)) is one of the few lodging sanitation rules that is NOT exempted for vacation rentals, and vermin violations are classed high priority, with 2,155 citations statewide last fiscal year per the DBPR's annual report (myfloridalicense.com).
What a photo settles, and what it cannot
The tally: 27 of 41 items are fully photo-verifiable, and they are concentrated exactly where the evidence lives: seams, undersides, cavities, and behind things. What a camera cannot settle are the judgment and escalation rows: the evidence classification, the no-skin-opinions rule, the surrounding-unit notifications. The thesis writes itself: a bed bug inspection is almost entirely a looking problem, and looking is the one thing you can prove was done. A checkmark says someone claims to have looked behind the headboard; a photo from behind the headboard is the look itself.
